President's Welcome
1.1
Introductions - President Jean Beaumont welcomed all new members,
especially our student representatives, Sarah Shumsky and
Amanda Derksen. He felt that this would be an exciting school
year, and indicated that he was in his fourth and final term.

Approval of Annual General Meeting Minutes
Motion - To approve the 2002 Annual General Meeting Minutes

Business arising from Annual General Meeting
4.1
Junior Varsity Basketball Rules - With the change from quarters
to halves for varsity basketball, the point was raised as
to what we would do for junior varsity basketball.
Motion
- That JV basketball consist of two sixteen minute halves
effective the 2002/2003 season.

4.2 Varsity
Basketball Rules - With the adoption of the shot clock at
the 2002 Annual General Meeting, we must consider the time
that will be put on the shot clock, and as well as related
rules. A committee will be struck to look into this and report
to the February board meeting. It was suggested that the intent
of the motion was a thirty second clock.
4.3 Discussion
Group Results (From Annual Meeting) - Dale Ready suggested
that a committee be struck to look at the Provincial Track
and Field Championships. It was felt that several of our current
volunteers have been there for many years and may be getting
burned out. It was suggested that we make an effort to try
and recruit new people to become involved with the hosting
of the Provincials, and as well, begin to develop for a transition.
4.4 AAAA
Schools Hosting - There have been some difficulties with AAAA
schools hosting championships. It seems that there is a reluctance
from the AAAA schools to want to host. This was discussed
at the Annual General Meeting. A couple of suggestions included
a zone levy or increasing individual AAAA zone fees to cover
the cost of paying someone to host. This will be discussed
at AAAA zone meetings.
4.5 Demonstration
Sports - The current three year experiment of demonstration
sports will conclude this year. It has been very successful
and beneficial for the sports that have taken part, however
there is a concern with the recognition by Sport Manitoba
of the role that we play in this regard. We also must address
the question of "what's next?". This is an issue that we must
still deal with, however the general consensus was the demonstration
sports would end this year.
Discussion
also took place in regards to Sport Manitoba and our relationship
with that organization. Morris had written a letter to Jeff
Hnatiuk in July and had not yet received a response. There
was concern that we have been dialoging with Sport Manitoba
for several years and still have not been able to find out
the roles they expect us to play in the sport development
model. It was suggested that our President write a letter
to Paul Robson who is the Chairman of Sport Manitoba to try
and get the ball rolling.

- that Jean Beaumont write a letter to the Chairman of Sport
Manitoba to express our concerns.

4.6 Manitoba
Education Update - Jacques Dorge reported that Jan Pickell,
formerly of Sturgeon Creek Collegiate, has been hired by Manitoba
Education to help develop a senior years physical education
document.

Executive Director's Report
6.1 2002
Annual General Meeting - Morris reported that Southport at
Portage la Prairie will no longer be hosting conferences.
He is looking at two options for a new location. One is Misty
Lake Lodge in Gimli and the other the Westward Conference
Centre in Portage la Prairie.
6.1 Morris
and former board member, Missy Penner, went out to Misty Lake
Lodge to evaluate the facility and Morris went to Westward.
Westward is being favoured due to its more central location,
better meeting rooms and room prices. Morris recently confirmed
that the Westward in Portage will be the location and Mark
Diboll has volunteered to assist in negotiations and organization.
6.2 Sponsorship
Update - Boston Pizza has agreed to become the major sponsor
for the AAAA volleyball championships. They currently support
us by providing product for the Champions Program, Hockey
and Volleyball Provincial AAAA Luncheons, Board Meetings and
other events.
McDonald's
is considering becoming involved with the junior varsity volleyball
championships.
Discussions
with Reebok are taking place.
Tachikara's
- Canadian supplier Rucanor, is not in business anymore. Negotiations
are taking place with Tachikara USA who is now taking over
North American distribution. We are anticipating that they
will continue the sponsorship.

Trophies and Awards - are now sponsoring our calendars.
6.3 Student
Leadership Conference - Three students from Manitoba went
to the Student Leadership Conference held in Indianapolis
this past July. Morris Glimcher and Blair Dugray accompanied
as chaperones and drivers. It was an excellent conference
and the participating students felt it was extremely worthwhile.
They suggested that we host a Manitoba conference.
6.4 Champions
- The Champions Program will take place on September 20th
and 21st here in Winnipeg. Approximately 85 students from
across Manitoba are registered. There's also already been
interest shown for a February session. Morris will also apply
for funding to see if we can host one in northern Manitoba.
6.5 On-Line
Registration - The ExNet program is now working. There have
been a few glitches, however the general consensus from school
coaches and physical education personnel has been positive.
They have been patient, and feel that the program will be
very beneficial. Athlete of the Week and Tournament Registrations
are now on-line as well.
6.6 Staff
Update - Ron Paseshnik, former teacher at Silver Heights Collegiate
is working part-time in the MHSAA office primarily with the
Champions Program. Dorothée Boiteau is filling in for Susan
Hoglund, as the Administrative Assistant.
6.7 Leave
a Legacy Program - Morris circulated information on a charitable
donation program called, "Leave a Legacy". People can create
a legacy through insurance programs or living wills, and leave
a donation for the MHSAA after they pass away. Morris is currently
developing this program in greater detail and will circulate
information to members and at Provincial Championships.

Correspondence
7.1 Letter
of appeal from Oak Park High School - A letter was presented
from Oak Park High School requesting that a grade eleven athlete
be allowed to play junior varsity volleyball.

- That the appeal presented from Oak Park High School be accepted.

It was suggested that MHSAA create a definitive and clear
policy on eligibility pertaining to International exchange
students.

Other Business
9.1 Morris
expressed concern in regards to non-traditional MHSAA sports
running "High School Championships". He indicated that several
of these sports create their own rules and allow different
eligibility, combining of schools, non-teacher supervision,
etc. He was wondering whether there should be a common set
of guidelines that all schools should maintain if they are
going to participate in an athletic program. It was suggested
that perhaps a Superintendent's Summit be held.
Morris
will look into a Superintendent's Summit.
10.1 Crocus
Plains Volleyball Tournament request - Crocus Plains High
School asked if the tournament that they were hosting, could
be considered as a AAA tournament in terms of the AAA qualification
rule. While Crocus is a AAAA school, most of the teams that
are participating are AAA and lower classifications. The board
felt that this would meet the criteria.

- That MHSAA accept the Crocus Plains request

Motion
- For the sport of volleyball and basketball, AAAA rural schools,
may apply for AAA tournament status. The application must
include an accurate copy of the tournament draw and a cover
letter indicating their request. Applications must be submitted
by September 30th for volleyball and December 6th for basketball.
The tournament must have a minimum of 75% of the teams on
the AAA or lower category.
