Arising from the September Meeting
4.1 Portage Collegiate classification
Propose a home and home series with all "AAAA" Winnipeg
zones for the 2006-07 school year, except zone 2 because they
have accepted Winkler into their zone..
MOTION: Beginning
in 2006-07, place the new Portage "AAAA" school in a
home and home series for varsity volleyball and varsity basketball
with zones 1, 3 and 14.

NOTE: With
Portage moving into the "AAAA" category in 2006-07,
we need to address the "AAA" Winnipeg competition rule.
4.2 Soccer - relationship with MSA
Morris has met with the MSA regarding them regarding the issue
of cards. They are meeting tomorrow and we expect them to waive
the card system for high schools. They have agreed to waive the
cards. Details are still to be finalized.
5.0 Financial Report & Investment Summary
MOTION: To accept the financial report as circulated, as of September
30, 2005.

6.0 Delegation - St. James Collegiate
This population of St. James Collegiate has elevated them to a
"AAAA" school. They are requesting that we review the
process and reclassify St. James as a "AAA" school.
Discussion took place.
7.0 Executive Director's Report
7.1 High School Sports Week - Free Press supplement
President Metcalfe received many compliments regarding the insert.
The supplement was very educational and positive for high school
athletics. It proved to be a great public relations and public
awareness tool for the MHSAA. The cost is minimal, as Morris negotiated
a reasonable deal with the Free Press and recruited sponsors to
assist in the cost.
We did not receive much feedback regarding High School Sports
week. Mark Diboll mentioned that he believes that there are a
number of schools that did something within their school.
7.2 Human
Rights Case
Morris reported that if no settlement could be reached, it will
be forwarded to an adjudicator. To this point, our lawyer has
not billed the association for his work, but will have to begin
to.
There other
issue was a request for a girl to play on a boys curling team,
due to no girls curling team in their school. In the past, we
have not allowed these kinds of requests we believe that a sport,
such as Curling, requires a small number of participants and a
school should be able to find enough participants in that gender
to form a team. We have reversed this decision, based on the human
rights feedback, but the zone has denied it. Morris has written
the zone president to advise them that we have approved the schools
request. It is now beyond the zone level and that girls may try
out for a boys team if no girls team exists.
7.3 Sport
Manitoba
Sport Manitoba task force would still like to pursue a relationship
with us and discuss the idea of an improved delivery of sport
sytsem with the coordination of the school system. The first meeting
is scheduled for December.
7.4 Sponsorship Update
- We are finalizing a relationship with the Birchwood Automotive
Group.
- Morris is still pursuing the Armed Forces to assist in provincials.
- Morris is looking for a relationship with Nike and Reebok, for
clothing.
- Unfortunately FILA will be closing in December and will be run
out of the USA.
7.5 CSSF Meeting
- September 30 - October 4
President Metcalfe reported that he, Morris, Carey and Murray
Brown attended the meetings in Moose Jaw. The North West Territories
have become an official members of the CSSF. The three days of
meetings are discussions and information sharing on topics that
are concerns/highlights for many provinces. The various kinds
of Court cases that many provinces are facing was discussed.
7.6 Staffing - Communications/stats person
Morris suggested the possibility of contracting a media person.
This person would work on enhancing the relationship with the
media and zone sports. The majority of this contract would be
ensuring that the media received high school sport results of
tournaments and leagues and as well as getting up to date scores
on our website. There was a lot of healthy discussion regarding
this issue. Morris is to take a look at this and propose an option
to the board at the next meeting.
7.7 High School
wrestling
Morris has received phone calls from schools that have wrestling
programs and they have asked him to be a conduit towards furthering
wrestling in the high school system.
7.8 Champions
Cross Mentoring Workshop - September 30 - October 1.
Over 70 participants in the Champions program and the session
was very successful. We receive our funding from the Sport Medicine
Council of Manitoba and the continued existence of this program
is based on this funding. We will be submitting an application
for funding in December

9.0 AGM
9.1 2006 Location
The cost of going to Brandon is quite a bit more expensive. We
are still deliberating whether we will be going to Portage or
Brandon.
9.2 Future Format
We will be pursuing the idea of replacing the classification discussion
groups with sport forums.

10.2 Ratification of new dates for Volleyball Provincials due

Varsity volleyball is to be scheduled for the first weekend of
December and the JV championships on the weekend before SAG

Plan
Additions to the game plan may include, reclassification, coaches
appreciation apparel
10.4 Sport
Legacy Trust
Our first priority will be the development of an online learning
program, and the second priority is pursuing funding for a computer
program, and equipment to enhance to the environment of a game/tournament.
This includes music and video, as well as two way radios, etc.
11.0 New Business
11.1 Future meeting dates - February 23rd at 9:30 am and April
28 at 10:00 am
11.2 Review of classification numbers
Although, the MHSAA did a review of classification and made a
number of changes in the "A" and "AA" categories,
it may be time to revisit the classification of all the schools
in our membership.

11.3 Deadline dates for transfers to be eligible to participate
in specific sports.
There have been concerns that students have transferred schools,
for good reasons, late in the season, with just a few weeks left
in the season. These transfer may take the place of a student
athlete who has been playing all season. The board has requested
for the office to come up with guidelines, including recommendations
to the administration to present at our next board meeting.
11.4 Legal
defence fund
Morris suggested to the board that we have a separate budget item
in our accounting to be earmarked for legal issues due to the
Human Rights case.

allocate $50,000 for a legal defence fund.

11.5 Steinbach
request
Steinbach Regional school requested that the rule allowing students
who attend a regional school, but live more than 25km away, have
the choice to play for the regional School or the "home"
school, be eliminated. The board recommended that we solicit more
information from the zones and discuss it further at the zone
president's meeting.
11.6 Zone
1 & 3 tier II provincial entry request - as a result of the
tiering in basketball between zones 1 & 3, it was decided
to allow the winner of Tier II to be given a wildcard opportunity.
(This will be for the 2005-06 only and to be re-evaluated)
